The Affordable Care Act's Enduring Resilience

Larry Levitt is executive vice president for health policy at the Kaiser Family Foundation. He has served as a senior health policy adviser to the White House, where he worked on the development of President Clinton's Health Security Act. He also has been the special assistant for health policy with California Insurance and a medical economist with Kaiser Permanente and has served in a number of positions in Massachusetts state government.

Abstract

The Affordable Care Act (ACA) has taken numerous blows, both from the courts and from opponents seeking to undermine it. Yet, due to its policy design and the political forces the ACA has unleashed, the law has shown remarkable resilience. While there remain ongoing efforts to undo the ACA, the smart money has to be on its continued existence.
