Philip Rocco is associate professor of political science at Marquette University. He is the coauthor of Obamacare Wars: Federalism, State Politics, and the Affordable Care Act (University Press of Kansas) and coeditor of American Political Development and the Trump Presidency (University of Pennsylvania Press, 2020). His research, which focuses on federalism and the political economy of expertise, has been published in numerous outlets, including Publius: The Journal of Federalism, The Journal of Health Politics, Policy, and Law, Political Science Quarterly, and Polity.
